KPKT to implement reforms on CCC to boost sustainable urbanisation

KUALA LUMPUR: The Ministry of Housing and Local Government (KPKT) will undertake a comprehensive review of the Certificate of Completion and Compliance (CCC) framework, the wider development approval and certification ecosystem to support sustainable urbanisation and ensure the regulatory framework remains responsive to evolving industry needs, ease of doing business and technological advancements.

Housing and Local Government Minister Nga Kor Ming said KPKT will establish a dedicated task force to conduct a holistic assessment of the CCC framework which was first introduced nearly two decades ago in 2007 as part of a major reform of Malaysia's building control system.

"The review will focus on reducing unnecessary bureaucracy, enhancing efficiency through digital integration, closing regulatory loopholes and strengthening service delivery while safeguarding public interest," he said in his acceptance speech at the recent 2026 PAM President Awards and 102nd anniversary Annual Dinner.

He said the reforms are aimed at creating a more transparent, efficient and business-friendly regulatory framework that supports high-quality development while facilitating the creation of more sustainable cities.

Nga also revealed that to date, Malaysia has more than 500 million sq ft of green index buildings which is another testimony of public-private partnership to promote sustainable development goals. 

He added that the Malaysian Institute of Architects (PAM) will be invited to participate in the review process to ensure industry expertise and professional insights are incorporated into the proposed reforms. 

He also highlighted that his ministry is studying the high court decision which allows certified architects to submit development order applications to reduce red tape, save cost and expedite the process. 

Earlier, Nga was conferred the prestigious PAM President's Award in recognition of his efforts in strengthening collaboration between the government and the architectural profession to advance the country's built environment. Nga is the fifth recipient of this prestigious award in PAM’s 102-year history. Other previous recipients include former Prime Minister Tun Dr Mahathir Mohamed. 

Accepting the award, he expressed his profound gratitude and described the recognition as a testament to the power of collaboration and partnership, adding that the honour belonged to everyone including KPKT staff who share his vision of building better cities for future generations.

"I accept this award not as a personal achievement but as a testament to the power of collaboration and the strength of partnership. Tonight, this prestigious recognition belongs to everyone who believes in our vision to make our cities liveable and lovable," he said.

In support of PAM's continued efforts to promote architectural excellence and public appreciation of good design, Nga also announced a RM30,000 contribution from KPKT towards the Kuala Lumpur Architecture Festival (KLAF) 2026.
