PETALING JAYA: The Real Estate and Housing Developers’ Association (Rehda) Malaysia has expressed gratitude following the clarification by Housing and Local Government Minister Nga Kor Ming that both the Build-Then-Sell (BTS) and Sell-Then-Build (STB) systems will remain status quo.
Rehda views the minister’s statement, delivered in Parliament on Oct 30, 2025, as a clear signal of the government’s willingness to consider the opinions of all industry stakeholders and focus on the people’s needs, thereby ensuring the property sector remains robust and healthy.
Rehda president Datuk Ho Hon Sang highlighted the long-standing role of the existing system in maintaining affordability.
“As a whole, STB has made housing more affordable for the rakyat since housing became regulated decades ago and made it possible for developers to continuously deliver housing to meet the national housing agenda,” said Ho. “To impose a strictly BTS system will negatively impact that ability, which will affect the provision of affordable housing.”
Ho also pointed out that homebuyers still have the option of purchasing BTS homes in the secondary market, noting that approximately 80% to 85% of housing transactions each year are conducted on such a BTS basis. He further clarified that the existing BTS 10:90 scheme is already outlined in the Housing Development (Control and Licensing) Act 1966 (Act 118).
“We encourage capable developers to consider it, should they have the means to do so,” Ho added.
Rehda looks forward to the housing reform plan that Nga announced during the same Parliament session, and remains hopeful of the changes it will bring to the industry. In the interim, Rehda reiterated its commitment to encouraging its members to uphold their nation-building role of providing quality, affordable homes in a timely and sustainable manner.
